According to police, an altercation broke out between two vehicles around 2 a.m. before shots were fired in a shopping mall parking lot, TMZ Sports.
Kemp, 53, was booked for felony drive-by shooting and is reportedly still in custody.
The charge is a felony and carries up to 10 years in prison.
