FAR ROCKAWAY, QUEENS- An NYPD officer who was seen on cellpone footage using a chokehold on a man has been arrested and charged.
Officer David Afanador has been charged with attempted aggravated strangulation and strangulation in the second degree, according to Queens District Attorney Melinda Katz on Thursday.
In the video, 39-year-old Afandor, who was suspended before being charged, was seen using an illegal chokehold on 35-year-old Ricky Bellevue, until he passed out.

Chokeholds have been banned in NYC.
This is NOT the first time that Afandor has been in hot water, in fact, he has a history of numerous complaints against him.
He has 8 Civilian Complaint Review Board complaints against him since he became an officer in 2005 for using excessive force, and denying someone medical attention.
Afandor was arrested and charged at the same precinct where he once worked..
He faces up to 7 years in prison if convicted.
