Salter was one of 13 people killed in the Top’s supermarket massacre in Buffalo, New York, on May 14. The shooting was racially motivated after 11 of the 13 victims were African American.

The gunman, Payton Gendron, drove 200 miles from his home and had planned the mass shooting.

Salter was a security guard at the supermarket. He had served the Buffalo Police Department for decades before retiring.

When Gendron began shooting at customers, Salter never hesitated and sprang into action. He fired at Gendron multiple times but failed to kill him due to the body armor Gendron was wearing.
