CONWAY, Arkansas: Two teens have been arrested and charged in connection with the kidnapping and murder of Elvia Fragstein. Investigators say Robert Lee Smith Jr.,16, and Tacori D. Mackrell, 18 have been charged as adults for the murder of Fragstein who went missing after leaving a shopping center on July 7th. Fragsteins body was later found alongside a road in Jefferson County on July 11th. The teens are being charged with kidnapping and theft of property charges in connection to Fragsteins abduction. Fragsteins vehicle which is a Honda CRV with Arkansas license plate #453 TGO was last seen around July 7th and is still missing. The teens are being held at the Jefferson County Jail until they can be transferred over to the Faulkner County Detention Center to wait for their court date.
