Woman arrested after foster child is found tied to fan; police

NEWARK, NJ- A 12-year-old boy was found tethered to a fan by chains and  padlocks while confined to a bedroom, according to police.

Police arrested Wanser Brown, 66, charging her with two counts of endangering the welfare of a child on Wednesday.

The boy was taken to a Hospital, where he received treatment and was released back into the custody of the New Jersey Department Of Child Protection and Permanency.
