PHILADELHIA – A woman accused of shooting at an infant and his parents was upset over a drug debt they allegedly owed her, police said.
Dominique Billups, 28, of Northeast Philadelphia, was charged Friday night with three counts of aggravated assault, possession of an instrument of crime, reckless engagement, and related offenses, Lt. Dennis Rosenbaum said at a news conference Saturday.
Police released surveillance video that shows two people, who have been identified as the 7-month-old victim’s parents, standing on the side of the street with a baby stroller, when Billups walks up to them and fires three shots at close range.

Lt. Rosenbaum said Saturday, “and it looks like this all stems from a $100 narcotics debt, is what we’re being told.”
Billups was recognized by police as being a victim who was shot in an unrelated shooting in the same area in 2022.
After the shooting, the toddler’s parents left him, and fled the scene because they both had outstanding warrants. The infant was picked up by a neighbor who called 911.
The child remains in stable condition.
